Canada's aggressive emergency preparedness

For a few months now Canadians have been seeing television advertisements on how to get prepared for emergency. More recently every individual in Canada has received in the mail, literature leading folks to check out a website the government has created on how to prepare their homes and families for emergencies. What does our government know that we haven't fully caught on to?

Ok so I know this is old news and I'm behind the times, but this one blew me away when I saw it recently. I did a little searching and found that it is true. According to Colorado law,
"Colorado Water Law requires that precipitation fall to the ground, run off and into the river of the watershed where it fell. Because rights to water are legally allocated in this state, an individual may not capture and use water to which he/she does not have a right. We must remember also that rain...
